જ્યારે ઈશ્વર કોઈ કોમ સાથે ભલાઈ કરવાનું ઇચ્છે છે ત્યારે તેમાં વિદ્વાનોની સંખ્યા વધારી દે છે અને અજ્ઞાનીઓને ઓછાં કરી નાખે છે, જેથી જ્યારે વિદ્વાન કોઈ વાત કરે છે ત્યારે તે મદદગારોને પામે છે અને જ્યારે અજ્ઞાની કોઈ વાત કરે છે ત્યારે તેને દબાવી દેવામાં આવે છે. (એવી જ રીતે) જ્યારે તે કોઈ કોમ સાથે બુરાઈ કરવાનું ઇચ્છે છે ત્યારે તેમાં અજ્ઞાનીઓની સંખ્યા વધારી દે છે અને વિદ્વાનોને ઓછાં કરી નાખે છે, જેથી જ્યારે અજ્ઞાની કોઈ વાત કરે છે ત્યારે તે મદદગારોને પામે છે અને જ્યારે વિદ્વાન કોઈ વાત કરે છે ત્યારે તેને દબાવી દેવામાં આવે છે.

When God intends good for a people, He increases the scholars among them and decreases the ignorant, so that when a scholar speaks he finds supporters, and when an ignorant person speaks he is subdued. (Likewise) when He intends harm for a people, He increases the ignorant among them and decreases the scholars, so that when an ignorant person speaks he finds supporters, and when a scholar speaks he is subdued.
